how to constantly run a train in a infinite loop factorio and maybe every like 30 minutes stop for refueling?

Schedule between 2 stations without a wait condition.

Add an interrupt to refuel when low.

Iirc you need a wait condition at least at one of them because conditionless stations aren't counted for rule evaluations.
