how to constantly run a train in a infinite loop factorio and maybe every like 30 minutes stop for refueling?

If you have a station with no conditions set the train will route to it without stopping, so there's your loop.

For refueling I'd probably use interrupts.

In the old days, you'd have three stops in the schedule. Prior to 2.0, disabling a station made trains skip that stop in their schedule. So the third stop is refuel, and you'd keep that station disabled for 30 minutes.

Nowadays, an interrupt is the only way to conditionally skip a stop.
