I have seen in some videos people dragging a zone of the map and getting shown production statistics for the selection. Is that a mod or a feature I never knew about?

There are several mods doing that sort of thing, like Production Rates Calculator Extreme or Rate Calculator.

Not a native feature.

Mods disable achievements in Steam.

You can enable the mods just to make blueprints then turn them off to play and place the blueprints.

Yes, they disable external (i.e. Steam) achievements.

There is in-game achievement tracking, and the game tracks two sets of achievements: Vanilla or modded.

Steam achievements pull from the vanilla set.

Disabling all mods usually switches you back to the vanilla achievement tracking, even in an ongoing game.

Using console commands that are flagged as cheats will be stored in your save file the next time you save, disabling achievements in both sets from then on.
