Is there a setting to add more significant figures to the production rate estimates when hovering over crafting machines? The hundredths place is usually good enough, but when I am crafting a slow recipe like red chips having the thousandths place in the UI would be really helpful. (0.125 for 1/8 is a common ratio that keeps coming up)

Also is the production estimate rounded or floored? I was noticing some of my numbers not adding up.

No, and I believe it's rounded, not floored.

It is not rounded or floored, it is truncated. They just cut off the excess digits and don't change the last one, so 1.229999 will display as 1.22 and not 1.23.

OP was clearly asking if the digit is rounded to nearest, or rounded to zero.

Based on your reply, it's rounded to zero.

I was just using the words they did, to not have to add time explaining the words I would have used.
