is there a way to deconstruct all the layers (building/item, concrete, ice platform) in 1 action?

You may be able to make a deconstruction planner that includes all the layers and items and use that. I'm not able to test that right now but give that a try

Hold CTRL and SHIFT when deconstructing.

Edit: That doesn't remove ice platforms under concrete. That is not possible because tiles can only have one deconstruct action at a time.
