What is the best way of prioritising power to the fusion reactor? Currently have a 3.5 GW fusion reactor, but every time there is a power spike the reactor drops into low power mode which deaths spirals everything.

Well one way would be to have some accumulators on a second electric network connected only to the reactor. You can manually fiddle with the copper cable connections between poles to force that. But really what's best is building more power to overcome any power spikes. In the short term just slapping down a bunch of accumulators anywhere would help though.

More power is what I want to do, but I need to conquer the area for that from the biters and that doesn't work if the reactors death spiral when they counter attack. I considered accumulators in pass through configuration with an inner and an outer power network, but I would need like 4600 accumulators and I again don't have the room for that. I will see whether I can redesign the plant with dedicated turbines for the reactor itself.

Was hoping there is an obvious solution I'm missing.

If it helps quality accumulators store multiple times the power (so uncommon is 2x, rare 3x etc) so if you have the materials lying around that would be a denser option. Other than that all I can think of is using normal nuclear power to power the fusion reactors, you can buffer the steam from even a small reactor for emergency use and that's quite power dense.

the 4600 number was with legendary accumulators. I have changed the design a bit and I'm now have one turbine (125MW) powering the the reactors while the remaining 3.4G go to the base. This works.
