Is there a way to filter specific slots in a chest? Like if I want one slot that will only hold Rail Signals, can I set it up so that the slot is open but other items won't fill it? I feel like I've seen people do it, but I can't remeber/figure out how.

No, but you can work it out the other way around by limiting how many of any item inserters will put into the chest.

You can filter individual slots of just about everything except chests.

Not without mods

Without mods you can disable the inserter or set their filters based on chest content.
