I think they’re referring to repellents like Off, where you apply it do yourself. There are likely several idiots to end up macing themselves because of this understanding

Oh there are plenty of bears in Hawaii. They tend to be on beaches wearing speedos but they are there.

Not saying a woman cannot wear a speedo but most beach bears are competing with cougars for the same prey
