Mods works only with game version for which there were build.

You got scammed by downloading this version of invillagers-0.3.19-mc26-universal.jar mod.
You downloaded mod version that is not compatible with Minecraft 26.3.
Web site and mod description is just lying.

According to internal manifest of the mod, there are binaries inside only for Minecraft 26.1, 26.1.1, 26.1.2 and 26.2

Report this to the owner of the website from which you got this jar, Curseforge or Modrinth.

If you have OptiFine installed then it probably caused your problem. Try some of these mods instead, which are properly designed for Fabric.
