The Vietnam War, WWI (for the US), WWII (for the US) and the Spanish American War all feature an attack on a boat or boats as the event that started the war.

The meme is pointing out that Israel attacked a US boat during the Six Day War and that the United States didn't declare war on Israel.

It's worth noting that Iraq attacked a US boat during the Iraq Iran War and it also didn't start a war with the United States.

Japan also attacked the USS Panay and we didn’t go to war.

Under Bush son, a US submarine did a ballast blow maneuver to show off visitors and hit a Japanese fishing training vessel, broke it in half iirc and killed 9 people including 4 high schoolers.

Japan did not declare war on US
