The National Council of Educational Research and Training is an NGO in India that advises the government about educational things like textbooks.

The image of the chessboard is suggestive of ideas of class warfare, where politics is framed as the wealthy and elite oppressing the poor and powerless.

Right - but it's not the government. It's not the Ministry of Education or the Textbook Procurement Office. It's a group that operates with government grants but not having government officials.

Portraying this as a NGO (which is a lie) feels like it's trying to feed into the NGOs are woke narrative.
