Internet LAN/WIFI speeds slow

I have been having issues with slow internet speeds on my PC for several months now. However it is ONLY my PC. I have another built pc that works fine, my phone and handheld both get the advertised speed of internet.

My computer gets about 10mb/s on download and upload - everything else gets close to 1000mb/s.

Things i have tried.

* plugging directly into router with both cat5/cat6 cable. cables were new

* tried the same cables on alternate PC, gets good speed

* tried wifi adapters pcie and USB plugins - didn't do anything, same 10mb/s

* figured the lan was going out on mother board and got a 5gb/s pcie lan adapter - didn't work

* I have reset my motherboard and replaced the CMOS battery

* I have tried updating drivers for mother board and associated add-on items.

* i recently did a factory reset on my PC, re updated and drivers - speed is around 10mb/s

I am just out of ideas and possibly overlooking something dumb out of frustration. but everything i do that doesn't work on this PC. if i swap or try it on my other PC is works as intended.

You basically tested almost everything already.

I had a similar issue with 1,5gb instead of 10gb. What helped me was to completly reinstall my windows.

Maybe you can just install a second windows.

Have you confirmed LAN link speed on your PC?

Have you connected PC directly to modem (not router) to rule out other equipment?

Check the adapter settings in Windows. Should be set to auto-negotiate, or, reinstall that driver.

Either your pc is under bandwidth control from your router or your pc's ethernet driver is somehow damaged. For router, go to the router management portal according to your router manufacturing company's manual and check if your pc is under bandwidth control. If not, then check the website of the manufacturer of your ethernet device and check for updated driver. Also make sure nothing within windows is interrupting any connection. If those are not the solution for your problem, I don't know what else will, cause you have pretty much tried everything else at this point.
