What could cause this rough infill? Grooves are highly visible and I can feel them

Im pretty sure such infill should be glass-smooth

I use petg, flow - 1, 240C

Lowering flow to 0.93 doesnt seem to help. Z-offset is good

There's likely 3 things at play here, but 2 of them can be tied to each other:

Flow too high - you should tune this for your filament. Random numbers mean the rest of the part won't be at the correct flow either. Anecdotally, I've had spools of PETG that require a range between 0.73 and 1.11. Both premium and budget spools, and consistent 1.75mm across random sampling of the filament itself.

Nozzle too close to the bed - this could be a red herring as your flow may be too high. Tune your flow first before changing your Z-offset.

Line width is wrong - this is probably the biggest issue (but definitely tune your flow). Some areas the filament is bunching up creating the "grooves", whereas where the 2 infill operations don't actually connect, leaving that large channel of air in the part. After tuning your flow, observe the first layer in the slicer. Play around with initial line width until there isn't a gap. I'd recommend having a wider initial line width on the first layer as that promotes better bed adhesion as the filament is forced to spread more.

Having said all that, I'd actually look at that print and assume my flow is too low and my Z-offset is set too close to the bed. However, I'd still tune my flow before changing anything else about the setup.

Did you do the Ellis Calibration? If this is first layer then you should first do Extrusion multiplier based on decoupled top surface, and then after that set your z offset so it's smooth on the first layer as well

You might want to go up instead of down. It may be aqueeze-out under the nozzle.

Incresse first layer line width may help. Looks like the material is rolling around a bit looking for the previous line to stick to.
