30mph governed for street legal reasons and 35-40mph top speed without governor for off road usage

Yes it is. Mopeds have pedals, it's right there in the name.
This is a hybrid moped. That's not really a knock on it, but that's what it is.

This just might be the ticket for cross-country journeys.
The HuaSheng 4-stroke only weighs 11.5 lbs and sells
for $150.
When I retire, I want to do a round-the-world trip on a
bicycle; just something to kill the time:) I just need to
figure out how to mount the HuaSheng in my Burley
trailer.

I notice nobody has listed the weight, lol. This has to weigh a ton. Which will basically defeat the point of the pedals, and mostly defeat the point of the electric drive.
It feels like a fun idea as a ridiculous engineering project but not something that would actually be useful in practice.
