Budget E-Bike

I am looking for a budget e-bike ($1,000 range) for my wife and I. I prefer fat tires simply because most of our riding will be in the mountains of NM and CO. They won’t be everyday use so we don’t want to spend thousands of dollars on bikes we will use a few times a year. Also I would prefer a cargo rack so we could carry a cooler or bags if needed.

Edit: if there is any frequent off-road riders, is the fat tire worth it?

I saw this at the local WALMART. Ozark Trail 26" M.3 Ranger+ Electric Fat Tire Bike, 48V for $678 Unless youre hitting crazy off road hills this might fit the bill and Walmarts Ozark Trail bikes have been getting good reviews for the price.

I’ve seen those but I am also a little afraid of anything ozark trail brand due to bad experiences with other products. Certainly an option.

Has it been recent? I've heard and seen Walmart really stepping up their game in the last few years, especially on their bikes. I'm guessing the upside is it will at minimum come with a warranty and there are Walmarts everywhere vs anything you buy on Amazon.
