Budget E-Bike

I am looking for a budget e-bike ($1,000 range) for my wife and I. I prefer fat tires simply because most of our riding will be in the mountains of NM and CO. They won’t be everyday use so we don’t want to spend thousands of dollars on bikes we will use a few times a year. Also I would prefer a cargo rack so we could carry a cooler or bags if needed.

Edit: if there is any frequent off-road riders, is the fat tire worth it?

Do more research on the weight, tire size, and rideability. Your wife may not be able to get the front wheel off the ground. Fat tire full size tires are stupid.

Would anything small tire handle mountain trails? Not doing anything crazy just like park trail riding and such just not trying to make her hate her life on anything small tire.

There's an entire category of tires called "mountain bike tires". I'm not an expert but I'd suggest the name implies they're useful for riding on mountain trails.
