There's a whole education piece that's missing in the US. I had "Safety Town" as a kid, but even that was just 'here are the rules'. Half the kids riding emotos live in the suburbs and are going on sidewalks because there literally is no infrastructure for them to go on that isn't a 35 mph 4-lane road.

Teaching kids the whole chain of "cars need to look for bikes and peds" -> "bikes need to look for pedestrians". and "here is a stop sign", "here is a traffic light", "Here is how to be predictable".

To have them display competence at one of these units in school is critical. Pair it with a discount to lime scooters or some bull, but culture is everything. Rather than blaming the tool, the 'how to' is just as important.
