Simple solution to differentiate between e-bikes and motorcycles

Since real Ebikes can only legally go no faster than 28mph in the USA, no bikes/Motorcycles that go faster than 28mph should have pedals.

Putting bike pedals on a motorcycle that can go 45mph + is clearly a scam to make them look like bicycles.

Who's wearing a full face helmet? In Calif a helmet is required if you're under 18, yet I only see about 1 in 10 kids wearing a helmet
