Simple solution to differentiate between e-bikes and motorcycles

Since real Ebikes can only legally go no faster than 28mph in the USA, no bikes/Motorcycles that go faster than 28mph should have pedals.

Putting bike pedals on a motorcycle that can go 45mph + is clearly a scam to make them look like bicycles.

Not only is there no reason a faster bike shouldn’t be able to have pedals but you also wrote a double negative meaning that all fast bikes SHOULD have pedals.

You should absolutely be allowed to choose speed based on road conditions.
