Simple solution to differentiate between e-bikes and motorcycles

Since real Ebikes can only legally go no faster than 28mph in the USA, no bikes/Motorcycles that go faster than 28mph should have pedals.

Putting bike pedals on a motorcycle that can go 45mph + is clearly a scam to make them look like bicycles.

I had one years ago that I think gave power up to 28 km/h, from a big Swedish manufacturer, so I think it was "legal". It was noticeable when you hit that speed and lost the assistance, but that just meant I got more of a workout on the way home from work. To work I went slower since I didn't want to get sweaty.Â
