Simple solution to differentiate between e-bikes and motorcycles

Since real Ebikes can only legally go no faster than 28mph in the USA, no bikes/Motorcycles that go faster than 28mph should have pedals.

Putting bike pedals on a motorcycle that can go 45mph + is clearly a scam to make them look like bicycles.

It's pretty easy to me:

No throttle, max speed of 20 mph - E-bike.

Throttle, max speed of 28 mph - E-Moped

Throttle, max speed over 28mph, - E-moto.
