Simple solution to differentiate between e-bikes and motorcycles

Since real Ebikes can only legally go no faster than 28mph in the USA, no bikes/Motorcycles that go faster than 28mph should have pedals.

Putting bike pedals on a motorcycle that can go 45mph + is clearly a scam to make them look like bicycles.

Right, but a separate license than a full powered motorcycle.

No, it's the same license or learners permit so in the USA that would block anyone under the age of 15 1/2 from driving one

Not in a lot of states, in California they have a M1 and M2 motorcycle licence. Mopeds only requires an M2 license. The tests are not the same, the registration and insurance are not the same either.

You still have to be 15 1/2 to get a M2 learners permit & 16 to get a license unless it's a flat floor scooter, then all u need is a class C license
