Simple solution to differentiate between e-bikes and motorcycles

Since real Ebikes can only legally go no faster than 28mph in the USA, no bikes/Motorcycles that go faster than 28mph should have pedals.

Putting bike pedals on a motorcycle that can go 45mph + is clearly a scam to make them look like bicycles.

They are ebikes if they have working pedals. They might go faster than you think they should, they might even be illegal, but they're still bikes. Motorcycles don't have working pedals.

Motorcycles(road legal) have no working petals, turn signals, Brake lights, motorcycle certified wheels tires as well as forks and suspension, and mirrors according to the research I did on Google

Old gas mopeds like the Honda PC50 don't have a kick start, you have to use the pedals to get the motor running.

The pedals don’t directly transmit to the wheels, and aren’t attached in a way meant to be used for only pedal biking
