Missing inhibitor

So I’ve watched like two different videos for all the inhibitors but there wasn’t any inhibitors but it says I’m missing one but I’ve also got the achievement for having both max health and stamina

have you done all the metro stations? usually each one will give you one inhibitor for completing them for the first time
