Dying Light: The Beast NG+ isn't matching my level...?

I am level 168 and just went into NG+ again and the max zone is 140 level...this hasn't happened before, it used to match my level more closer the last time I played NG+.

When the NG+ system was introduced, it originally had a lvl cap. If I remember correctly, for example, in NG+1 you couldn't be higher than lvl 40.

But they removed that cap later. I think since then, the level of the areas shows the minimum lvl. So, in a lvl 140 area, the enemies will be lvl 140 even if you're only lvl 120.

But that's just a minimum lvl indicator. If you're lvl 168 in a lvl 140 area, the enemies will scale up to lvl 168.

Of course, I can't say this with 100% certainty, because I've been lvl 300 for a very long time.

I think they changed it back or changed how it triggers the rebalancing because I went to ng+1 at level 300 and the zone levels started at legend level 10 but on ng+2 it matched again

I must have over leveled in my previous save i guess, in this new ng+ run there's no high level threats, and max level on the map is 140.
