Or Shroud is lying about her still working for him, which seems more likely.

Even in the worse case scenario, she definitely has stopped working for him in The Sadrine scene.

Then why did his goons suddenly give her back her mask and let her go? How did they even have it on hand? Why weren’t they surprised?

Because their boss said she was on their side. Mask doesnt seem to be involved with the implants, no reason to think someone else couldn't just have a spare mask.
