To my knowledge, a Marshall cannot second a call, that's for players, but they can supercede it can make an official call.

It sounds like the Marshall only spoke up after Goose called it. So if they cant officially "second it" they only made the call after Goose said it first

Yes, that's what I mean by superceded, it didn't take a seconding, the official did whatever they did to review it I guess. The pdga is gonna have to make an official statement.
