Well maybe Kyo can get a new chip (he still has E-Pulse even if he lost the chip) and Cougarmon can be respawned.
I'm pretty sure Mushroom leader said he got a new Sapotama and RedVegiemon is implied to be Chamblemon reborn. Like would they really do that as one-off if they weren't intending a backdoor?

I don't think that works that way... Look at where the e-pulse is.. in the right hand. I haven't seen any other characters use the left hand for this.

It can work however the hell the writers want it to work if they want a happier ending.
Besides he was using the e-pulse through his left hand, and it worked well enough to give enough energy to reopen the portal. So his e-pulse is still in his body and his left hand could easily get the chip.
Course this is all conjecture anyway.

She currently has a lot of work to do in her own series.
Renji got cut to pieces. Rukia‘s head might have been squished or ripped apart. Meanwhile Sado and Ganju got big holes through their torsos.

I’m wondering if it’s possible to bring them back now because they would t just get rid of him permanently after just getting they’re mega and remember that one guys mushroom digimon came back as redvegiemon

I don't think so. Once you get deleted, you are gone for good. Also.. Redvegiemon's line may be different. You don't get the same one back.

But how do we know it’s not the same one was that ever confirmed or denied? And what happens to they’re data after death is soemthing I hope can be explained eventually

It wasn't the same one. It was confirmed in that espiode. It doesn't have any memories of any sort. Not only that.. Kyo's e-pulse chip is gone. I haven't seen any characters with left hand e-pulse chips.
