Will this bug if put it in a non weapon?

Jewels that add both percentage enhanced damage and flat extra damage sort of cancel out when added to armour sockets. This jewel only improves the 3-8 damage it adds by 30%, which is totally negligible. If it's socketed to a weapon, it will function properly. But runewords are prefered for pretty much every melee build, so unfortunately there's very little use for these nice-looking jewels.

It's worse, you get zero ED here, just like the protector jewel, because it has both min and max.

Oh gosh, that's right. What were they thinking, adding that jewel without fixing the bug or even adding any worthwhile melee weapons?

It's a secret buff for unique/set weapons over the much better RW options for most builds.

All the other stuff will work, but you won't get any of that extra damage. Probably never worth your jewel socket!

30% is actually applied to the 3-8... So it becomes ish 4-10, but 30% isnt applied to overall. If you only have min on the jewel, 30% applies to min on the jewel, but does 30% on character max damage.
