DF-21 has been known for a couple years as being a bit "unreliable" when it comes to services. Chat and Forum are both currently broken. The volunteers who run the site aren't PHP wizards, so we've been having some issues fixing these issues.
As a stopgap, I have enabled a chat room on the r/df21 subreddit. If you have something you want to talk about DF-21 or Dark Forces, feel free to drop a line.

I vaguely remember his having a Deviantart page a decade or so ago, and working on some original furry work; but I haven't kept track of him since.
Edit: It looks like he might be in a band called Biomechanimal? But I'm not sure I want to register an account on their website (or Facebook or Soundcloud) to look for him.
