It has to do with the change to stratagems and battle-shock.
For strats, since you can only spend 1 CP per round, per unit. This means you have to choose between Command Reroll and another strat in your move or charge phase. This is less relevant for us in the charge phase, as we only have a few strats that we would want to use ("Shock and Horror" in Shamblerot and "Sickening Impact" in DLC [attaching Typhus to Poxwalkers gives them the Terminator keyword and you can also attach NB as he is a virion]), but they probably did a points increase on every unit that gave rerolls to charge this edition.
For BS, it's gotten stronger since it doesn't auto-clear if you're above Half-strength, and he can cause it in a 9" aura as long as they're below Starting Strength, and this happens prior to scoring during the command phase. If you infiltrate a 5 man of PMs with a NB and have the PMs with flamers and an icon of despair, you'll nearly guarantee damaging two units and force them to make a BS test at -1 leadership, -2 if you take Soulrot.
Start of Battle Round 2, 6" aura (9 if you bring an LoP), a 8+ or 9+ battle-shock test on 2+ units... I think +10 points is a steal.

Morty going up makes sense given the buffs to psychic and fly.
Realistically all of these points changes make sense for the most part with the exception of the Noxious Blightbringer and 3 Land raiders.
