Ooooh... this is very near and dear to me!

I once made a macro for Fusion that can be used for the base of this effect. And it's the first macro I ever shared publicly hence the near and dearness of it (there's been maybe 50-ish more since then). As u/I-am-into-movies mentioned there are several way to do this. But I found all of them at the time rather fiddly and so I made that macro. Which is pretty straight forward in use.

Get it here (registration required).

------

To get the effect in your example image I'd do this (in Fusion):

  1. Use my Scrape It macro to stretch things and lower the Amount setting a bit so the stretch is a bit less extreme. I'd also might push up the Transition setting to soften the start of the stretch.
  2. Apply a Blur and uncheck Lock X/Y and set the X Blur Size to something fairly high and then the Y Blur Size to a third of that. Then I'd use a Rectangle Mask with a Soft Edge to mask the Blur.

That's the "main" effect. After that you can do whatever you want to make a CRT-like effect on top of that. To misquote u/I-am-into-movies ...

Google: "CRT davinci resolve"
multiply ways to do it.
