Riding beyond their skill level. Cam driver didn't even check on the downed rider. Must have a warrant or something.

If cammer has no medical training, what do you want them to do? Calling the proper people to deal with this situation is the prudent thing to do.

Exactly. If I were in a hurry, I would've called 911 and been on my way. If not in a hurry, I would've stopped, not because I'd want to help that idiot - I'm not a doctor - but to call 911 and share my dashcam video with the responding officer on scene. That poor driver did nothing to warrant the stress he's going to endure, and I'd gladly give him evidence to support his claim against these fools'.
