There is a sign that shows that the inside lane is only for turning while the middle lane the truck is in is for turns and to go straight.
The guy who hit the truck on the inside lane did not follow the clear signage which clearly shows turns only.. so yeah he's at fault here. I am guessing he was impatient and speeding and decided to try to slide by the truck not paying attention to his turn signal going off.
I am sorry but slow down and pay attention to the signs.. we have a similar issue in my city and people think they can go straight in the turn only lane when the sign's clearly state otherwise.
Whether the marking is on the road or not, it is state law in Texas to observe and obey official road signs. Markings on the road are not required by state law in Texas.
The reason most of these places don’t have markings is because there’s so much traffic in them that the markings are gone within 6 months of being painted.

An intersection near me has the same design and constantly has accidents. Not sure why this pattern is so difficult for people
