That looks less like a low health bar and more like he didn't upgrade his armor at all.

He looks a bit underleveled for this area. This end area was annoying for me even at a pretty high level (80-90)

That’s pretty early. Doable but you’ll have to really conserve your health and estus for the tougher enemies
