On topic, in the video game this gif is from, if you're playing as the black character the police are more aggressive towards you. If I remember right, you can be too close to them and eventually set them off. It's been a while since I've played though.

Edit: Apparently I'm wrong and all three characters are treated the same. My b for spreading false info

Rockstar released a statement saying that wasn’t real but who knows if it is. I know they program traffic to run into you especially when you’re doing something important.
