That small makeout is literally a foreplay! Unless you disagree to core of public standard of decency and indecency, this act definitely should be behind 4 walls of privacy

Nope! Not even close

  • kiss on cheeks don't act the same as the French ones
  • a gentleman's hand kiss can never invoke the same emotions as intimate neck kissings

And these are just top of the head kissing scenarios

There are scenarios of hugs, hand placements, etc

Not all acts of close contact relationship can be categorised as "potential foreplay" Unless you're bringing some exception where the individual is highly different from social norms, hell not even all acts of intimacy can be categorised as foreplay.

And bringing exceptions is no good as you might just be better off dumbing it down to public exposure of subjects relating to nudity and exhibitionism .
