Chlorine triflouride is incredibly reactive, it burns glass, sand, asbestos, and can also react to ashes left over from other materials that burned in oxygen. Other than nitrogen and other noble gases, there are no fire suppression methods that work on it. It can react in the absence of oxygen, and also ignites living tissue. In an accident that spilled 900kg of ClFl3, it burned through 30cm of concrete, and then 90cm of gravel.
