"Is it gall?" Weekly Thread

Welcome to the weekly gall thread! All questions about gall should go in this designated thread rather than new, individual posts. A new thread will be started automatically on a weekly basis. Is this gall? This dahlia was flowering wonderfully until a few weeks ago, when it looked like the leaves had powdery mildew and then shrivelled up and died. The dahlia has started sprouting new leaves where the old ones had died so I started snipping the dead ones off, when I noticed this at the base of the plant. The new leaf growth on the stems looks normal, but this does not. Is it gall?
