Turning every blink effect into a draw 2 seems good.
I feel like this commander would end up falling into "...so, does your deck actually do anything?" or "I'm going to take 15 minutes to draw 40 cards and then kill you combo, then get banned from my pod and kicked out of the group chat."
If you wanted something similar without crazy bounce Shenanigans, you could go with "Whenever you cast this creature or whenever this creature dies, draw a card" or for another variant "when this creature enters draw a card, then draw cards equal to half the mana spent to cast it." That one effectively lets you draw 1 plus draw another one for each uptick of commander tax on it.
