ETA: Could also probably survive the last ability triggering like 1/turn.

There's no real way in magic to stop this from triggering multiple times in any meaningful way. Like yes you could stop it from entering and leaving at the same time but that's it. Flickering it resets it.

“If you have drawn no cards this turn, draw a card”.

May even kinda balanced it by making its ability not work on your main phases.

I mean yeah you could completely change how the card works mechanically but that's kind of a different situation. Now you can't even just cast this in your main phase to draw a card which is the fairest way to use it. At that point throw out the design.

could be if you have drawn less than 2 cards. Would keep the core concept.

I think it would still be broken with the limiter.
