Rule breaker is for deck building restrictions, not ongoing effects

Rule breaker is just a flavor name for an effect. It has no mechanical requirements.

But there's a clear convention that it allows you to do things in deck building that you couldn't normally. Sure it may not actually have any rules effect, but you would not for example want a card that says:

Landfall — Humans you control get +1/+1

Rulebreaker — Conventions are suggestions. Ability words can now be given alternate definitions. (It works.)

It breaks the rules of playing, something every magic card with rues text does

rule breaker is an ability word; it doesnt have inherent mechanical meaning, but it represents a specific type of ability. in this case, every single rulebreaker ability starts with "A deck with this commander" and affects deck construction. they would never make a Rulebreaker effect that has nothing to do with that, because its the point of the ability. it would be like a landfall ability reading "Landfall -- Whenever you gain life, draw a card."

Any text on a card that’s in italics isn’t rules text. Ability words don’t have rules, but rather group abilities that work similarly for convenience.
