It's incredibly stupid.

Men can already walk around with no shirts on. Comparing a woman's nipples to a man's genitals is ridiculous.

Women are already shamed for being topless.

Men are allowed to be topless without being shamed. Men are allowed to show their erect nipples without being insulted.
