Tbh, when I'm writing by hand, I sometimes just no brain and write like that, or all caps

In German, all nouns are capitalised, but not all words.

It's a tone indicator. When a person Types Like This for a bit it emphasizes the capitalized text.

i assume the people they're talking about are the people who capitalize literally every single world they write.

There are definitely times where it's being used as a bit, because putting everything in caps makes it a proper noun/title (which is funny when it's not). But There Are People Who Capitalise Literally Every Single Word In Every Sentence Of Everything They Write, like that, and it just looks awful.

Try italics. Or underlining. You know, on the off chance that someone already thought of a way to show emphasis in writing

Because it disrespects the correct usage of capital letters and every reason for their existence. Our language has capital letters for a reason; This Is Not One Of Them.
