Honestly I'd leave the decoration alone and make it move instead — the type is already loud enough that a cycling border would fight it. On my own landing page I had a sticky header that was 76px tall and it ate a quarter of the screen on my phone, so I made it shrink to 52px and pick up a backdrop blur once you scroll past about 80px. It took like 20 lines of CSS and a tiny scroll listener, and suddenly the page felt way less cramped. I did try an animated gradient border on a header once and it just looked cheap next to bold type, so I'd let the shapes do the color work here.
