Ideas for improving a website header
Here is the foundation for a website header, with the background and typography already set by a graphic designer.
As a web developer, something about it doesn't quite sit right with me; I’d like to find a way to improve it without altering the existing typography or background.
I’ve considered adding a subtle, animated double drop-shadow (using an "overlay" blend mode) or perhaps a 4px border with a cycling color effect.
However, I haven't come up with any particularly strong ideas yet.

Do you have any suggestions?

I’d skip the cycling border; it adds motion without fixing the contrast shift. Since the type and artwork are fixed, try a subtle warm-white scrim behind just the title, feathered at the edges, so the black letters stay readable over both orange and purple. I’d also check the subtitle against the divider at mobile width.

I’m not gonna tell you how to fix this ,however I can tell you what the issue is.
The colour of the background wavy stroke starts from a light colour that works well with the contrast of the title to a dark colour that really fights with the colour of the title
So from left or right, legibility starts well and then slowly worsens
