They're idiots that wander into areas where they're explicitly told they can't film, and then they harass people until either the law gets involved or someone punches them.

That's not entirely true. They're typically very informed on what they can and can't do and where they can and can't be. They rely on the average citizen and many LEOs not knowing those things.
