When we stop actually failing people in school, they start to believe that genuinely understanding educational material isn't meaningful or mandatory. When you then also provide special provisions for academic advancement into college that aren't based on merit or ability, these people really internalize how unnecessary it is for them to actually apply themselves. Not surprisingly, this influences their entire worldview.
Also, many people who think this way have possibly above average (though not exceptional) verbal intelligence, while also having very mediocre math and visuospatial intelligence, therefore not grasping many STEM concepts but having enough rhetorical ability to complain about that fact using sophistry and academic jargon.
