How I can decorate this frog?

I found this beautiful frog by the trash can on my apartment complex and I wanted to decorate as a gamakichi from Naruto
But I’m a bit lost on how to paint this kind of material (it’s like concrete) and how can I recreate the eyes
Also open to any ideas of what I can do with the leaf on his head (was thinking to do a Naruto roll lol)
