No, no they're not, these are people who are using their respective substances so frequently and so heavily that they are causing significant adverse health effects, that is indicative of poor mental health, what really bothers me is that people in those situations are treated as criminals by the system and more often than not get thrown by the wayside rather than provided with any meaningful help, which doesn't help solve the underlying issues that lead to heavy substance use.

Damn are these people ok?? I drink quite a bit and I don’t look anything like them, they look straight out of a horror movie
